    ADVERTISEMENT Issued for Bids January 23, 2025
    City of Three Rivers – Downtown Amphitheater Development

    1. RECEIPT OF BIDS:  Sealed Bids for the Downtown Amphitheater Development will be received by the City of Three Rivers, the OWNER, at City Hall, 333 W. Michigan Avenue, Three Rivers, MI, 49093, until 2:00 PM local time on February 18, 2025.  A public bid opening will be held in Commission Chambers immediately following the receipt of bids.  The envelope containing the bid must be identified on the outside as “Bid for Downtown Amphitheater Development – City of Three Rivers”.  Bids received after this time will not be considered or accepted.  Telephone or email/fax proposals will not be accepted.
    2. SCOPE OF PROJECT:  The Project consists of furnishing all labor, materials, tools, equipment and services necessary to complete construction work including but not limited to the following: site clearing, earth moving, aggregate base, underground utilities, building and amphitheater construction, paving, topsoil placement, landscaping, and soil erosion control.  Refer to Plan Drawings and Project Manual for additional information (see links below).
    3. PROJECT SCHEDULE: The City anticipates a decision on award of a contract at its Commission meeting on March 4, 2025.  Construction shall begin as soon as possible thereafter, with Substantial Completion by August 31, 2025.  Refer to the Project Manual for additional information.
    4. REVIEW OF DOCUMENTS: Plans and specifications may be obtained electronically via DropBox.  Contact Woody Isaacs (woody@virdg.com) by email to obtain the DropBox invitation, please note that you will be added to the planholder’s list at that time.  No partial sets or hard copy distribution will be made, prospective bidders are responsible for printing bidding documents, if hard copies are desired.  A hard copy of the project documents may be viewed at Three Rivers City Hall, 333 W. Michigan Avenue, Three Rivers, MI 49093, Monday through Friday, 9:00 AM to 4:00 PM local time.
    5. BID SECURITY: A bid bond or a certified check in an amount equal to five percent (5%) of the total amount of the proposal will be required.
    6. ADDENDA: Addenda may be issued during the bid period.  Bidders are responsible for monitoring the DropBox and including all addendum-related items and associated costs into the Bid.
    7. WITHDRAWAL OF BIDS: No Bidder may withdraw its proposal for a period of 60 days after the actual date of opening thereof.  This time period may be extended by mutual agreement of the Owner and any Bidder or Bidders.
    8. RIGHT TO REJECT BIDS: The Owner reserves the right to cancel this bid or change the date and time for submitting bids by announcing same at any time before the established date and time for the bid opening.  The Owner reserves the right to accept any proposal, to reject any and all proposals and to waive any irregularities in proposals.  If award is made, it will be to the bidder whose proposal is considered to be in the best interest of the Owner.
    9. LOCAL PREFERENCE: The City has a local preference policy which is included in the Project Manual.
    10. PRE-BID MEETING: A virtual pre-bid meeting will be held on February 4, 2025 at 2:00 PM. The meeting is not mandatory but bidders are strongly encouraged to attend. Contact woody@virdg.com for the Microsoft Teams link.
    11. ACT 517 CERTIFICATION: In accordance with Act 517 of 2012, all bidders must sign and notarize the Iran-linked business certification which is part of the Bid Proposal form.
    12. FEDERAL FUNDING: Federal grant funding is part of this project as administered by MEDC. Relevant federal requirements will apply, including but not limited to Davis-Bacon wage rates.  The selected contractor will be required to supply certified payrolls as requested during construction.
    13. NON-DISCRIMINATION: The contractor and any subcontractors shall not discriminate against an employee or applicant for employment with respect to hire, tenure, terms, conditions, or privileges of employment, or a matter directly or indirectly related to employment, because of race, color, religion, national origin, age, sex, height, weight, marital status or a disability that is unrelated to the individual’s ability to perform the duties of a particular job or position.
