Economic Development Tools
- Brownfield Redevelopment — The City of Three Rivers offers incentives to leverage tax-increment financing (TIFs) to implement brownfield redevelopment plans and develop brownfield properties (now including residential developments) that are designed to help developers with reimbursements of eligible costs under the state’s Brownfield Redevelopment Program (PA 381)*. To view or download the city’s Brownfield Redevelopment Project Application, please click here. Completed applications should be submitted to the City Clerk’s or City Manager’s office.
_ - Façade Improvement Program — The purpose of this contribution program is to improve the physical appearance of the buildings within the city’s Downtown Development (DDA) district by offering reimbursement funds. On overview of the façade grant program** is provided online (here), as is the façade grant application form.
_ - Industrial Facility Tax Abatement — Three Rivers offers industrial property tax abatements following Michigan Public Act 198 to reduce the tax burden for eligible companies and developers to make new investments by abating a percentage of new real taxes on site developments (e.g., up to 12 years)*
_ - Payment in Lieu of Taxes (PILOTs) — The city also allows for incentives for investments for developers to establish agreed-upon payments on an annual basis instead of the typical property taxes. In Three Rivers, PILOTs for housing and other developments are typically multi-year agreements with payments based on a percentage of net collected rents.*
